I think you'd need a mod answer for this. To my knowledge the POT for the US did not include anything west of the Philippines in terms of command structure. As a ship is also a vehicle for transporting stuff over water I think it would be allowed. As for aircraft stationed in Birma I also see no harm in there as the Japanese also enden up over there during the war.
I can't find a rules and regs for this sig so I would follow Lysus advise on waiting on a reply from a MOD, Sig organizer or Paul and Lee as they hold final rule and are the judges for all sigs.

I suppose Trousers and Vleugelmoer are right, in the strictest sense a ship is a vehicle. Just seems like saying "or ship" would have meant ship instead. I say go with their interpretation
